Not phoning back!

This might be a modern days international problem. I would be very much interested to get comments on it.
What is it?
You phone up companies and they don't phone you back.
In my mind, Returning calls is one of the most important part of giving a service; a phone call could mean asking for help. Not answering would therefor mean not wanting to help.
This applies especially to first time calls. For follow-up calls I could understand a reaction like: "Oh, not her or him again..."
I have experienced this almost over a period of 5 years.
How would you classify this bad service?
